About Education & Care Service

Education & Care Services are mainstream early learning centres that offer full-day or part-day care with a structured curriculum, qualified teachers, and a focus on learning through play. They cater to families needing flexible childcare options and wanting a balanced approach that supports social, physical, and early academic development in a diverse environment.

What Is 20 Hours ECE funding?

20 Hours ECE is a government-funded initiative that helps reduce the cost of early childhood education for families with tamariki aged 3–5. Eligible children can receive up to 20 hours of funded care and education each week at participating services. Centres can set their own enrolment patterns and may ask for optional charges, but the funded hours themselves should be free of compulsory fees. If you are unsure how this works at BestStart Bremner Road, it is best to ask the centre directly how they apply 20 Hours ECE.

“I am very disappointed with the care and safety at this daycare. My child was repeatedly left distressed, poorly supervised, and in unsafe conditions, including overcrowded rooms, unhygienic bathroom water left across the floors, and only a reliever present. I was also not informed about a significant chunk of my child’s hair being cut with scissors. Communication was consistently poor, incident reports were incomplete, and there was little evidence of learning or development. Based on my experience, I do not feel this centre is safe or suitable, and I would not recommend it.”

“I’m deeply concerned about the lack of appropriate supervision and the repeated exposure to screen time at this childcare center. My kid, along with three other young children under 2, were left unattended and placed in front of a screen—something I do not consider appropriate, especially for toddlers who require active engagement, care, and supervision. After noticing this, I brought it to the manager's attention. Initially, the issue was denied, but after further discussion, it was acknowledged and I was told that action had been taken. However, to my dismay, I witnessed the same behavior again just last week monday—my child being exposed to screen time that I can easily provide at home for free. This raises a serious question: What am I actually paying for? At this age, children need stimulating interaction, emotional support, and constant supervision—not passive screen exposure and being left on their own. This kind of care is not only disappointing but also unacceptable for a facility that promotes itself as a professional early childhood provider. Parents deserve transparency, and children deserve safe, enriching environments. I strongly urge the center to take meaningful, lasting steps to ensure every child is properly supervised and engaged in developmentally appropriate activities at all times.”

“I just wanted to share my heartfelt appreciation for the wonderful care my daughter, receives in the baby room. The teachers are so caring, and I especially want to acknowledge Manmohan and Suman. She absolutely adores them and feels so happy and settled in their care—so much so that she often doesn’t want to come home! It gives me so much peace of mind knowing she is surrounded by such love, patience, and dedication every day. I have also noticed how much she is learning and developing through the fun activities and gentle guidance provided by the teachers. The baby room is truly a nurturing environment, and I feel grateful for the strong bonds she has built with her teachers. Thank you to the whole team for the wonderful work you do—it really makes a difference for both children and families.”

Best Start 16 areas of play are always visible in the centre and support children's physical, social, emotional, language and cognitive development. Also, my family feels valued and acknowledged because of culturally responsive environment in this centre. Thanks you teachers and the manager for supporting my child's learning and growth. Regards”
