About Education & Care Service

Education & Care Services are mainstream early learning centres that offer full-day or part-day care with a structured curriculum, qualified teachers, and a focus on learning through play. They cater to families needing flexible childcare options and wanting a balanced approach that supports social, physical, and early academic development in a diverse environment.

What Is 20 Hours ECE funding?

20 Hours ECE is a government-funded initiative that helps reduce the cost of early childhood education for families with tamariki aged 3–5. Eligible children can receive up to 20 hours of funded care and education each week at participating services. Centres can set their own enrolment patterns and may ask for optional charges, but the funded hours themselves should be free of compulsory fees. If you are unsure how this works at BestStart Whangaparaoa, it is best to ask the centre directly how they apply 20 Hours ECE.

“My son is 15 months old and has been attending Best Start Whangaparaoa for 6 months now. We are so happy with our choice to send him here. We had him enrolled in another centre, but he was constantly upset so we decided to change and haven't looked back! He is so happy, loves the meals and adores his teachers. They genuinely care about his wellbeing and provide regular updates on his learning with a lot of photos which we love. Highly recommend this centre!”

“My Daughter has been attending BestStart Whangaparaoa since they opened in November and thoroughly enjoys it, even asking "When are we going to daycare?" on the weekends! The facilities are amazing, with huge outdoor play spaces, and most importantly the staff are welcoming, friendly and provide amazing daily experiences that challenge, interest and extend my daughters learning. We will be sad to leave in January when she starts school, however know that she has been equipped with all the tools she needs for her next learning journey.”
